To make the favors you need the following per bag:

3 Regular size Marshmallows
2 small mini marshmallows {legs}
2 pretzel sticks {arms}
2 tiny chocolate chips {eyes}
3 tiny m & m {buttons}
1 small orange tic-tac or orange candy {nose}

You can buy all of these at your bulk candy store..

Print Printable .Pdf file on white regular letter size cardstock paper 8.5" x 11", cut toppers.. Put all your candy in a clear sandwich Ziploc bag fold over topper and staple.. and you'll have the cutest favors for your FROZEN party!
